ITANAGAR, Mar 14: The National Service Scheme Volunteers of VKV, Itanagar has conducted an environmental awareness programme

DSE visits schools during exam

ITANAGAR, Mar 14: A visit to schools of capital complex to ensure free and fair conduction of last paper (social studies) of Class –X examination was made by Director of School Education T Taloh today.

The director visited the Govt. Higher Secondary School, Naharlagun where 344 were found writing the exam under the supervision of July Binggep Taha, ST, Sagalee Higher Secondary School centre superintendent, in the absence of the designated Centre Superintendent.

At Govt. Higher Secondary School, Doimukh, the director made a visit with the principal of Govt. Higher Secondary School, Naharlagun. A total of 526 students accommodated in 24 rooms were found to be writing the exam under the supervision of Papi Siram, ST, Govt Higher Secondary School, Polo Colony, in the absence of the appointed centre superintendent.

At Govt. Higher Secondary School, Polo Colony, about 387 students were writing the exam. Principal of the school, M Kadu performed the duty of the invigilator. The examination halls were under pin drop silence and neither means nor possession of objectionable items was noticed. S Prasad was the centre superintendent in absence of the designated centre superintendent. It was also seen that due to the absence of separate toilets, boys and girls had to face untold misery.

 

DEO holds review meeting with flying squad

SEPPA, Mar 14: The DEO Tarin Dakpe today convened a review meeting with flying squads, static surveillance team and video viewing team here today. SP, Apang Tamut and all administrative officers attended the meeting.

Addressing the meeting, DEO cum DC Tarin Dakpe directed the flying squads of different locations to be active and conduct rigorous search operation of all vehicles within the district and also at Seppa, Bana and Pakke-Kessang entry points of all the incoming vehicles in the district. He directed them for seizure of carrying unlicensed gun and also to deposit licensed gun in the nearest police stations. He also directed for closure of Arm  and Ammunition vendor and keep close eye on wind, beer bar and wholesale vendor so that no outlet shall sell more than the quantity to any customers as prescribed under AP State Exercise Act 1993. He also directed the whole vendor for installation of CCTV camera and immediate stoppage of bringing new consignment. Further, he directed the administrative officers to ensure that the GBs and HBGs not to take active part in politics on behalf of the political parties or candidates. He also informed that issue of inner line pass/fresh entry permit except on unavoidable cases banned in entire East Kameng district. DIPRO

 

DNGC holds workshop on SVEEP

ITANAGAR, Mar 14: Department of Political Science, D.N Govt. College here today organized workshop on Systematic Voters Education and Electoral Participation (SVEEP) action plan –II-2014 as per directive of Election Commission of India.

Speaking as the resource person from Rajiv Gandhi Polytechnic College Abhijit Talukdar, campus ambassador highlighted the role of campus ambassador in making the youth aware of the important of voting right and its value.

Principal DN Govt. College, Itanagar Tomar Ete dwelt on the importance of how a campus ambassador can be helpful in making people aware of their voting and political right.

Vice Principal, DN Govt. College, Sagey Khandu has emphasized the importance of campus ambassador and requested them to encourage the youth and women to enroll their name in the electoral roll and let them exercise their franchises.

Dr S Bhattacharjee, Associate Professor (HOD) Department of Political Science, gave key note address on SVEEP. Dr Bijay Raji, Campus Ambassador, coordinated the workshop.

 

Mobile ICTC van launched in Lohit

TEZU, Mar 14: District AIDS Prevention & Control Unit, Tezu in collaboration with Arunachal Pradesh State AIDS Control Society today launched the first ever mobile ICTC Van in Lohit district. APSACS Project Director flagged off the mobile ICTC van amidst huge gathering including Medical staff of District Hospital, Tezu, staff from APSACS, TI-NGO Project Manager and general public.

Speaking on the occasion, APSACS Project Director highlighted the main aims and objectives for launching of MICTC Van at Lohit district for outreach activities where targeted intervention for High Risk Group (HRGs) and bridge population are concentrated as Lohit is the ‘A’ category district which have highest prevalence of HIV positive people.

Dr. R. Sikom, DPO DAPCU highlighted the scenario of HIV/AIDS in Lohit district through power point presentation, role of DAPCU and its manpower and Services rendered by them.

Yumrin Nokpa, General Secretary, ArNP+, Dr. J. Ado, DVBDCP officer also spoke on the occasion.

 

Illegal liquor seized

BOMDILA, March 14:  The Flying Squad headed by the Town Magistrate Toni Mitkong consisting of police personnel, excise officer and the Videographer today seized 122 bottles of Indian Made Foreign Liquor (IMFL) from various places at district headquarters Bomdila and from its peripheral areas in West Kameng district.  A total of 43 bottles of illegal liquor was seized  yesterday. DEO hold meet with political parties

AALO, Mar 14: The West Siang District Election Officer M K Sahoo convened a meeting with political parties of West Siang to share important election related issues at conference Hall of DC Office today.

The DEO appealed all political parties to cooperate with the administration in maintaining law and order during the election time. Elaborating on the detail guidelines of ECI, the DEO disclosed that the Commission is committed to give a total clarity in conducting free and fair election and identifying expenditure sensitive pockets that influence voting behavior and unfortunately six out of seven assembly constituencies in West Siang fall under those pockets.

Surveillance team on expenditure and Flying Squad will closely monitor the expenditure aspects. Permission for political meeting and rallies will be given on request on first come first serve basis to any place and venue. All vehicles have to be registered for use in election by the political parties and contesting candidate has to open personal bank account one day before filing of nomination. The district consultative committee will be called from time to time in case of law and order problem and other crucial issues, he said.

The SP Aalo, Rajesh Kumar has asked all citizens Aalo to deposit their arms latest by  March 22 failing which the weapons will be seized and the violators will be book under appropriate section of law. He said that anyone can send message or call the DEO personally for problem and information on law and order.

Former Minister Doi Ado representing INC assured all cooperation in the peaceful conduct of election. While, Nyaken Loya, General Secretary BJP stressed on proper supervision of Postal Ballot and PPA representative also spoke on election related issues. DIPRO

Former minister TC Teli passes away

ITANAGAR, Mar 14: One of the popular politicians and a former minister TC Teli passed away this evening around 8 PM at his Itanagar residence. Teli who was suffering from liver cancer and undergoing treatment at Medanta Hospital, Gurgaon, was brought back to Itanagar yesterday. Popularly known as ‘Tiger’ Teli, he represented 14 Doimukh assembly constituency consecutively for two times. He was 50 and left behind two wives, four sons and five daughters.

A post-graduate in political science from JNU Delhi, Teli, besides being associated with a number of organizations including All India Professional Karate Kick Boxing Association, was holding the post of chairman, North East Homeopathic Medical College & Hospital, till his bereavement. In 1985, he graduated from prestigious St. Stephen’s college, Delhi. Born to Teli Nigla and late Teli Puyi on Feb 13, 1964, he was first elected to state assembly in 1995 under Janata Dal party and became the leader of opposition. Later he switched allegiance to Congress and was minister under the chief ministership of Gegong Apang and Mukut Mithi. He held portfolio like UD, Tax and Excise during his tenure as minister.

Teli hailed from Jote (Balijan) under Papum Pare district. Initially he started his career in student politics and later went on to become MLA. In 1989, first time he contested election and tasted defeat. A two-time Congress minister (1998-2000 & 2000-2004), Teli had unsuccessfully fought the 2009 elections on a TMC ticket.  He also represented India in Commonwealth countries bilateral exchange programme in 1982 and in NAM Youth Conference in 1985. He is also stated to be founding president of NSUI, Arunachal Pradesh.   

Chief Minister Nabam Tuki has expressed shock and grief over the untimely demise of former Minister T C Teli. In a message this evening, Tuki remembered late Teli as one of the pioneers of the formative years of Arunachal Pradesh and its geo-political development not only as a public leader but also as a student leader in his younger days and a social activist in later years.

“Late Teli has been a tall figure of the Nyishi community, who selflessly worked for development of not only his community but the state as a whole. The void created by his demise will be difficult to fill for many years to come. Each and every citizen of this state today shares the pain of this irreparable loss,” Tuki added in his message. The Itanagar BJP unit has also expressed shock over untimely demise of Teli.

 

 

AAPSU says no to exams during April 6 to 12

ITANAGAR, Mar 14: The All Arunachal Pradesh Students’ Union (AAPSU) has appealed to the State Governor to make sure that no examination is conducted from April 6 to 12 next in order to facilitate the student community, especially college students of the state to participate in the ensuing simultaneous elections. This was informed by AAPSU president Kamta Lapung in a press meet held at Arunachal Press Club today.  

Lapung said that the Union will compel to take stand for ‘no solution no election, if the Governor fails to comply with its demands in the memorandum, especially regarding exam schedule. AAPSU threatens to launch 12 hours first phase capital complex bandh on March 27 next followed by bandh call across the state, if the Governor fails to pay heed to its demand within March 25.  In its memorandum, AAPSU further appealed the Governor for imposition of special power conferred upon him under Article 371 (H) of the Constitution at an early date while stating that “numerous hardship are being faced by the people of the state” due to the sudden dissolution  of state Assembly.

Pointing out the recent incident along Assam-Arunachal boundary, the union has demanded adequate deployment of forces in boundary area. The union has also urged the governor to “ooze out his capability to bring back normalcy” in the state while stating that “starting from Sela Pass to Patkai Hills and from Subansiri to Siang basin the people are living in fear psychosis due to the deteriorating law and order”.

The union has also demanded deployment of adequate security force  in the state during the elections.

The AAPSU further demanded immediate reopening of PDS scandal case, no back date agreement of MoA/MoUs, transfer and posting, promotion and appointments, and immediate payment of all the pending bills to the genuine contractors by the end of this financial year.

 “Regarding its demand for imposition of President’s Rule, AAPSU finance secretary  Suraj Tayem informed that  the union has taken back the demand after assurance from  the Governor  to use his power  under Article 371 (H) for improved law and order in the state. Moreover, AAPSU also have to respect the Constitution of India, he added.

 

 

Crusade against MCC violation continues

ITANAGAR, Mar 14: Continuing its efforts to control violation of Model Code of Conduct (MCC) in the state, the  Flying Squads and Static Surveillance Teams operating in the State under Election Commission of India have made seizure of cash to the tune of Rs. 1. 50 lakh and IMFL 777 bottles (750ml), IMFL 85 bottles (180ml), IMFL 99 bottles (375ml), Brandy (180ml) 336 bottles, beer (650ml) 165 bottles and 500ml 42 bottles, local dao 43 Nos., 12 bore DBBL gun one number today.

Yesterday, the Flying Squads had seized a sum of Rs.20,20,000  for violation of Model Code of Conduct.

Since the operation of MCC, a total of Rs.29,12,000 and the IMFL - 750ML - 2446 bottles, IMFL - 180ml - 103 bottles, IMFL - 375ml - 99 bottles, IMFL - 350ml - 10 bottles, IMFL - 175ml - 67 bottles, beer - 15036 bottles, local wine - 20 ltrs. and CGI Sheet - 99 Nos. have been seized to ensure clean election in the State, according to an official release.  Vehicle checking drive: On the other hand, the City police also continued its vehicle checking drive in the capital complex area. A total of 169 vehicles have been challaned for violation of various sections of MV Act and a sum of Rs.31,500/- has been recovered as fine today.  City Police also seized 4  number of Dao.

City Police will continue the drive and all vehicle owners are advised to get proper Number Plates fixed on their vehicles and carry all relevant documents and cooperate with police.

 

 

Traffic wardens plead for job regularization, enhancement of salary

ITANAGAR, Mar 14: More then 70 Itanagar Traffic Wardens (ITWs) who were recruited by the competent authority and engaged ’purely on daily wage basis’ are facing the uncertain future following the closure of their service for this financial year.

It is worth mentioning here that  in a letter to the City SP on March 7 last, Chief Estate Officer, Itanagar Capital Complex requested him to take over all traffic points mend by the Traffic Wardens ‘till such time Govt provides necessary fund and decision”. “The traffic wardens are engaged purely on daily wage basis to support the traffic management system in the Capital Complex. Since it is not sanctioned post, we use to close their service on March 31 every year and till Govt provides necessary fund,” the letter read.

However, it is reported that files will be forwarded to the chief secretary and finance department for continuation of the services of ITWs in the next financial year.

Meanwhile, the traffic wardens in a representation to the Governor appealed him to intervene and direct the competent authority to regularize their jobs and enhance the salary of  the traffic wardens from the financial year 2014-15.  ITWs are tirelessly assisting Itanagar Traffic Police for smooth movement of the traffic without any single holiday but drawing salary of  Rs. 4300 only (on Muster Roll basis), the memorandum said adding that the present salary is not sufficient to run a family where the prices of essential commodities are soaring up  day by day.

 

 

NE women entrepreneur award for Basamly Krisikro

ITANAGAR, Mar 14: Basamly Krisikro from Arunachal Pradesh has been conferred Vasundhara - NE Woman Entrepreneur of the year (2012-13) Award in a glittering award giving ceremony held at the Pragjyoti ITA Center for Performing Arts, Guwahati on March 11 last. The Award was instituted by the Sreemanta Sankar Mission (SSM) of Guwahati to recognize efforts of iconic and leading entrepreneur from each of the eight North East states besides conferring the award on one top women entrepreneur from the whole region.

Other recipients of the Award were Yangchen Doma Lepcha from Sikkim, Hemaprava Devi from Assam, H. Lemei Phom from Nagaland, R. K. Ongbi Purnima Devi from Manipur and Marina Marak  from Meghalaya. The winners were awarded with the Trophy, a citation and an Eri Shawl each. The state winner from Tripura Santa Debnath could not attend the program. High level officials from several top government institutions who gave away the award to the state winners includes Brigadier S. K. Thapa, Deputy GOC, HQ 51 Sub Area, Dayanand Jha, Additional General Manager, NF Railway, C. C. Face Pack.  First lady of Assam Jayanti Patnaik gave away the award to Lalmuankimi. In the same function, Judy Manners, senior executive, M/s ruralshores.com, Bangalore and Topu Baser Ete, Chairperson, GPTI, Along, Arunachal Pradesh were also felicitated for their excellence in business and enterprise. Social stigma - greatest hindrance for uplifting the children with disabilities’

SHILLONG, Mar 14: Blaming social stigma and ignorance as the greatest hindrance for uplifting the lot of children with disabilities, Meghalaya State Commission for Women chairperson Theilia Phangbuh today called for sensitising the civil society on the issue.

Phangbuh, a Padmashree awardee, advocated convergence for government departments, institutes and NGOs to help the disable persons lead a honourable life as equal members of the society, said as chief guest of the inaugural function of a two-day NE regional conference on ‘Empowerment on persons with hearing impairment and additional disability’, themes ‘Best practices & models of rehabilitation - national & international perspective at Pastoral Centre here.

Commissioner (Persons with disabilities) of Meghalaya government Caramai Kharkangor, speaking as guest of honour, said that disability was no more a curse with training helping the disable persons to become economically productive.    

“If one is disable in one aspect, he/she is talented in other aspect, which the society need to recognise and make the best use of it,” she said citing the example of noted global scientist Stephen Hawkins.

The conference, organised by the Ali Yavar Jung National Institute for Hearing Handicapped (AYJNIHH), Mumbai and National Institute for Empowerment of Persons with Multiple Disabilities (NIEPMD), Chennai in collaboration with Bethany Society, Shillong, included a brainstorming session.

The AYJNIHH is committed to act a catalyst to reach the unreached with a special approach for awareness and resource mobilisation in the NE region, its officiating director Dr SG R Prakash said earlier.

He said the conference aimed at a better tomorrow for the persons with different abilities (DAPs) and hoped that delegates from all over India, including over 100 from NE, would hopefully recommend implementable actions for the ministry to act.  

Supporting him, NIEPMD director Dr Neeradha Chandra Mohan said that the convergence of both national institutes reflected the importance of the event.

Enlisting the resource persons including participating NGOs, she expressed confidence that it would immensely benefit the region.

Introducing the AYJNIHH, its HoD (Clinical psychology) Alka Joshi said that its multifarious activities and training courses aimed at developing manpower and undertaking research for rehabilitation of PDAs. She quoted statistics of manpower trained and beneficiaries.

Responding to a question from this editor, Joshi said the GoI is committed to ensure implementation of all its welfare schemes through a rigorous mechanism and accountability to guarantee that the DAPs quantitatively benefit from the institutes and NGOs.

“Be the watch dog and ask yourself if you are doing your job honestly as NGO to make the monitoring mechanism more robust”, she added.

AYJNIHH HoD (Socio-economic rehabilitation) R Bhattacharya’s paper highlighted skill development programmes with assured employment for the NE for a better tomorrow for the DAPs and HoD (Speech therapy) Anjali R Kant in her paper said 27,000 with hearing impairment are born in India annually, National Youth Project president HP Biswas, deliberating on training, rehabilitation and employment, disclosed that of the 680 PDAs trained in recently 120 have been employed within a month in Arunachal, Tripura, Mizoram, Sikkim and Assam. He called for concerted committed efforts to help the PDAs contribute towards nation building, NYP vice president Pradeep Kumar highlighting challenges confronting the NGOs working for ameliorating the condition of the DAPs in Arunachal, suggested complete recasting of training schemes for DAPs considering the peculiar needs of NE, set up a mechanism with manpower for early detection of disability and intervention services for early and better rehabilitation, more awareness campaign involving the panchayat leaders, forming a working group consisting members from the NGOs and government to identify the need of the DAPs and mobilise resources and set up a monitoring system.

Many papers were presented, including by CRC’s assistant professor Lanu W Aimol, also nodal officer for Arunachal, on ‘Incidence and prevalence of hearing impairment in NE’.

An AYJNIHH team with few students from Mumbai are here to conduct the conference.

 

 

DEO calls for strict adherence to model code of conduct, ECI guidelines

PASIGHAT, Mar 14: “Stick strictly to Model Code of Conduct” said the East Siang DC-cum-DEO Nidhi Srivastava today while addressing the Assistant Returning Officers/Election Registration Officers in a consultative meeting held in DC’s  conference hall.

She directed the AROs/EROs to be very sincere, dedicated and strict to the ECI guidelines during the entire process of the forthcoming elections.

She also said that Police force availability in polling stations and report accordingly to DEO on regular basis said Srivastava adding that officers should ensure that ‘appeal-letters along with pledge to vote’, issued by DEO’s office be reached to the individual voters to encourage them to cast their votes in national interest. Motivational radio-talks, pamphlets, banners etc would be other efforts to maximize the turnout on the polling day, added Srivastava.

She directed the officers to check the prescribed form(s) issued by ECI and other required documents thoroughly before enrolment, placed by the applicants. The DEO further apprised that the ADC Rupok Boje would act as RO of 38-Pasighat constituency in particular while the rest four constituencies, the DC would be the RO.

She advised them to entertain all quarries related to nomination filings within the time set by ECI. This is a sensitive and critical process and therefore magistrates/police especially the Flying Squads should ensure visible presence and intensify checks to prevent violations of MCC. The district administration would always be ready to extend supports for smooth conduct of the polls and safety to the polling personnel on duty. Minimize human error to zero level though your tasks are multidimensional, stated DEO in her message.

Meanwhile the Flying Squads ahead of polls seized large amount of money, arms and liquors. Reportedly cash amount of Rs 27,12,000, 160 cases of  IMFL and 3 arms have been seized. According to the police sources, there were 16 persons for ILP and 72 violators under MV Act have been fined and a sum of rupees 14,500 has been realized from them. Till date only 59 arms have been deposited in Police station here. DIPRO.

 

 

Preparedness for the simultaneous election in Lohit district

TEZU, Mar 14: With declaration of General Election to the Parliament and Legislative Assembly of Arunachal Pradesh 2014 and immediate enforcement of Model Code of Conduct all the officers and officials have been deployed for various election related work. Separate orders to this effect have already issued and being issued at regular interval. All the officers and officials appointed for various election duties at different levels are deemed to be on deputation. The Lohit District Election Officer has already directed all the officers and officials of the district not to leave the district headquarter without prior written permission from his office.

The DEO issued an order to the Establishment Branch stating that no leave application should be received in inward without explicit direction from the Office of District Election Officer.

All the prerequisite charter of duties has been allocated to the officers and officials for smooth functioning of day to day election works and to coup with day to day increased work loads.

The DEO has strictly instructed all the Nodal Officer and their team members to present all the progress report of the day on daily basis.

To avoid chaos and confusion while performing the duties the DEO is personally monitoring and briefing all the duties and responsibilities to each and every one of the officers and officials.

In this regard, the DEO is conducting simultaneous meetings with all the Administrative Officer, Sector Officer, Sector Magistrates, Nodal Officers, Flying Squads, Static Surveillance Team, Booth Level Officers etc. DIPRO

Meeting with the political party leaders: Meanwhile, a coordination meeting with the leaders of the Political Parties was conducted for free, fair and smooth conduct of the ensuing Parliamentary and Assembly elections-2014 at the ADC’s conference hall, Namsai.

In the meeting ARO-cum-ADC Ravi  Jha briefed the leaders of the political parties about the imposition of the mode code of conduct and guidelines of the Election Commission of India. He appealed for adherence of the law and order to maintain peace & tranquility.  He also told the parties about the limitation of the expenditure during the elections and to open a separate bank account for the candidate. In order to maintain peaceful election campaign the Political Parties were asked to refrain from the violation of the law and orde.

 

 

Tirap DEO urges Govt servants to remain impartial during election process

ITANAGAR, Mar 14: Tirap Deputy Commissioner cum DEO has urged the Govt servants in the  district to be impartial during the election process.

“No person on election duty do any act for the furtherance of the prospects of the election of any candidate. And no member of a police force shall endeavour to influence any person at an election. Any person who is found guilty shall be punished with imprisonment for a term which may extend to 6 months or with fine or with both. In case of police force such electoral offence is cognizable.”

Pointing out the Civil Services (Conduct) Rules, the DEO further said that no Government servant shall take part in electioneering in favour of any party or candidate of a particular party.

The Government servants should avoid giving room for any suspicion that they are favouring any party or any candidate,  the DEO said. according to an official release.

Meanwhile, Tirap District Magistrate Kamlesh Joshi has prohibited carrying of all types of arms and ammunition and lethal weapons including daos, bows and arrows at the surrounding places of venue of political party meeting and at the places of meetings in the district. This precautionary measures have been taken to avert occurrence of disturbance to the public peace and order and in the interest of conducting free and fair Parliamentary Election, 2014. Violation of this order will be dealt with in accordance with the relevant penal provisions, the magistrate said adding the order will come into force with immediate effect and will remain in force throughout the district till  May 30, 2014.

 

 

Election review meeting held at Daporijo

DAPORIJO, Mar 14: Upper Subansiri District Magistrate cum DEO Tahang Taggu held a review meeting with the administrative officers and nodal officers appointed to oversee the free and fair conduct of the forthcoming elections and to check their preparedness in ensuing the successful conduct of the election in the district. He reviewed the status of the management of manpower, transport, training, MCC, expenditure monitoring, security, complaints and redressal etc and had an in depth discussion on the issues and problems.

Tahang Taggu advised all the nodal officers to work hard and take initiative in making the election process a smooth one in the district. He also called for intensification in night patrolling in Daprijo town and active duty by the SSTs and Flying Squads formed for the duration of the election.  

Meanwhile, it was announced that second and third phase of training will be conducted on 18th and 19th March at Nacho, Maro and Raga, on 21st and 22nd March at Taliha, Dumporijo and Puchigeko and on 23rd and 24th March at Rijo Conference Hall, Daporijo for all categories of teachers and on 25th and 27th March at the Rijo Conference Hall, Daporijo for all government staff of Daporijo, Giba and Chetam circles.

Prohibitory orders: Meanwhile, District Magistrate  Tahang Taggu has ordered all fire arms licence holders of the district to deposit all types of fire arms under their possession to their respective police stations within 15th March and arms so deposited will be released only after completion of the election. The DM has also prohibited the carrying of lethal weapons such as fire arms, swords, bows and arrows, explosive materials and any other weapons in the township, villages and polling stations from 15th March  onwards till the election process is over. In another order, the District Magistrate has also directed all the departments involved in handling of explosive materials to stop issue of explosive materials for all purpose to all categories of contractors with immediate effect. Violators of the orders will be prosecuted as per provisions of law. DIPRO

 

 

Election awareness observer calls for ethical voting

CHANGLANG, Mar 14: The Awareness Observer of election for 2-East Arunachal Parliamentary Constituency Dr Dhiraj Kakadia visited Changlang at Changlang district  and conducted meetings with booth level officers, SVEEP Committee and MCMC in the DC’s Conference hall today.

The observer while suggesting SVEEP members to intensify the sensitization of voters for complete participation, urged Manager, SBI Changlang, Member of SVEEP committee to tie up with BSNL counterpart to sensitize the voters through SMSs. He suggested organizing rally amongst the students for wide awareness to uphold the mission of ethical voting. He stressed BLOs and SVEEP Committee to try ensuring cent percent voting in the area. He suggested putting banners on important place like entry points which catches the eyes voters and forming booth level SVEEP committee for sensitization at grass root level.

Earlier, briefing the observer Deputy Commissioner, Changlang Chanchal Yadav, informed that all 190 polling stations in the district have appointed BLOs through whom voters are being sensitized to take part in the election through free and fair manner. Apart from these during local festivals and national day of importance also voters were sensitized by putting stalls distributing flier, etc. She said that service NCC, Scouts & Guides of various schools and ASHAs are also being utilized to give message for active participation in election without inducement.  Apart from these the campus ambassadors in schools and colleges are also appointed to carry out SVEEP activity. She assured to carry out sensitization activities suggested by the observer immediately.

Changlang SP Vijay Kumar  informed the observer that the flying Squads who visit the villages are simultaneously being utilized to collect the mobile numbers of all the voters having mobile in order to encourage them to avail their universal franchise right before election day.

Accountability of peoples’ representatives – Let’s Talk

Dear Editor,

With the state gearing up for the ensuing general elections next month, I take this opportunity to highlight some prevalent state of affairs which most of us are either unwilling to talk about or have chosen to ignore.

Being a senior citizen of the state and particularly belonging to ‘Angu-Bagra’ circle of West Siang falling under the 31st assembly constituency, it pains me to bring to book that the ‘Angu-Bagra’ circle has recorded almost nil development in almost every field be it educational infrastructure, medical facilities, central and state sponsored village development schemes, and other socio-economic development matters, to name a few. The state owned small scale industries as that of pineapple and orange which once served as a promising source of income for the primarily agrarian locality now lies defunct.

I do believe that such state of affairs is prevailing in the entire state and ‘Angu-Bagra’ circle is but just a dot in the bigger face of the state. The lackadaisical attitude of the elected representatives in addressing to the woes and development of their respective constituencies, siphoning of developmental funds, party politics, vested interests, overtime interference in administrative duties, embezzlement, etc…have all resulted in a complete deterioration of the entire system of ‘Governance’.

The unaccountability of these representatives is quite depressing. I suggest for constitution of peoples forum for securing accountability of their representatives and by which there should be a ‘Recalling’ of these elected representatives by the public in order to ensure their accountability and such ‘recalling’ should also serve as a reminder that it is the public spirited post (by the people, of the people, for the people) they hold and it is the people they ought to serve and not to act at their personal whims.

Electors on their part should refrain from pursuing monetary reliefs or personal services and vow to bring about clean and efficient governance. By which I mean proper and applied knowledge of their rights. The right to vote entails the right to reject under Article 49(0) by casting blank votes, the right to know your candidate-their assets and liabilities, such and other provisions should be exercised without any fear or favor. The state is already lagging behind and election of such power hungry persons will only lead to chaos and anarchism.

Sub-centre which does not work

Dear Editor,

During the time of then minister of PWD & UD, Nabam Tuki, he inaugurated Rilloh Sub-Health Centre under Pakke Kessang circle of East Kameng district on 26th September 2006. More than 7 years has passed since then, but there is no doctor, nurse, health assistant and no medical staffs staying at the said hospital. The surrounding of hospital was cleaned many times by villagers under the guidance of Panchayat Leaders and now even they are also bored of cleaning. At present hospital has become home for cows and Mithuns. The establishment of sub health centre at Rilloh has become useless. The monthly medical progress report submitted to the  higher authority by Doctors, Nurses, Health assistants and Staffs of Rilloh Sub - Health centre is false.

We demand concern department to make spot verification and take strict action against medical staffs of Rilloh Sub-Health centre. Official should instruct them to stay regularly at assigned place otherwise his/her salary should be halted or suspended from their post and action should be taken at the earliest possible.

Let airport come up at the earliest

After a long legal battle on Wednesday Gauhati High Court upheld the decision to shift proposed green field airport site from Karsingsa to Hollongi. The two bench judge comprising Chief Justice A M Sapre and judge A K Goswami while pronouncing its judgement on a PIL filed stated that on careful evaluation of all the factors and issues for establishment of the airport in two locations, it becomes obvious that the change in the location for establishment of the airport from Banderdewa to Hollongi is technically and scientifically justified. Hopefully this decision will finally pave the way for coming up of much needed airport in the state.

During the recent economic blockade imposed by Assam based organization against Arunachal, the need for airport was felt very much. The helicopter service between Naharlagun and Guwahati were not able to meet the demands of passengers. Especially students and medical patient was the worst victim. The process of constructing airport should be started at the earliest given time. We can no longer afford to waste any more time in this regard.
