DSE visits schools during exam
ITANAGAR, Mar 14: A visit to schools of capital complex to ensure free and fair conduction of last paper (social studies) of Class –X examination was made by Director of School Education T Taloh today.
The director visited the Govt. Higher Secondary School, Naharlagun where 344 were found writing the exam under the supervision of July Binggep Taha, ST, Sagalee Higher Secondary School centre superintendent, in the absence of the designated Centre Superintendent.
At Govt. Higher Secondary School, Doimukh, the director made a visit with the principal of Govt. Higher Secondary School, Naharlagun. A total of 526 students accommodated in 24 rooms were found to be writing the exam under the supervision of Papi Siram, ST, Govt Higher Secondary School, Polo Colony, in the absence of the appointed centre superintendent.
At Govt. Higher Secondary School, Polo Colony, about 387 students were writing the exam. Principal of the school, M Kadu performed the duty of the invigilator. The examination halls were under pin drop silence and neither means nor possession of objectionable items was noticed. S Prasad was the centre superintendent in absence of the designated centre superintendent. It was also seen that due to the absence of separate toilets, boys and girls had to face untold misery.
DEO holds review meeting with flying squad

Illegal liquor seized
BOMDILA, March 14: The Flying Squad headed by the Town Magistrate Toni Mitkong consisting of police personnel, excise officer and the Videographer today seized 122 bottles of Indian Made Foreign Liquor (IMFL) from various places at district headquarters Bomdila and from its peripheral areas in West Kameng district. DEO hold meet with political parties
AALO, Mar 14: The West Siang District Election Officer M K Sahoo convened a meeting with political parties of West Siang to share important election related issues at conference Hall of DC Office today.
The DEO appealed all political parties to cooperate with the administration in maintaining law and order during the election time. Elaborating on the detail guidelines of ECI, the DEO disclosed that the Commission is committed to give a total clarity in conducting free and fair election and identifying expenditure sensitive pockets that influence voting behavior and unfortunately six out of seven assembly constituencies in West Siang fall under those pockets.
Surveillance team on expenditure and Flying Squad will closely monitor the expenditure aspects. Permission for political meeting and rallies will be given on request on first come first serve basis to any place and venue. All vehicles have to be registered for use in election by the political parties and contesting candidate has to open personal bank account one day before filing of nomination. The district consultative committee will be called from time to time in case of law and order problem and other crucial issues, he said.
The SP Aalo, Rajesh Kumar has asked all citizens Aalo to deposit their arms latest by March 22 failing which the weapons will be seized and the violators will be book under appropriate section of law. He said that anyone can send message or call the DEO personally for problem and information on law and order.

Former minister TC Teli passes away
ITANAGAR, Mar 14: One of the popular politicians and a former minister TC Teli passed away this evening around 8 PM at his Itanagar residence. Teli who was suffering from liver cancer and undergoing treatment at Medanta Hospital, Gurgaon, was brought back to Itanagar yesterday. Popularly known as ‘Tiger’ Teli, he represented 14 Doimukh assembly constituency consecutively for two times. He was 50 and left behind two wives, four sons and five daughters.

AAPSU says no to exams during April 6 to 12
ITANAGAR, Mar 14: The All Arunachal Pradesh Students’ Union (AAPSU) has appealed to the State Governor to make sure that no examination is conducted from April 6 to 12 next in order to facilitate the student community, especially college students of the state to participate in the ensuing simultaneous elections. This was informed by AAPSU president Kamta Lapung in a press meet held at Arunachal Press Club today.
Lapung said that the Union will compel to take stand for ‘no solution no election, if the Governor fails to comply with its demands in the memorandum, especially regarding exam schedule. AAPSU threatens to launch 12 hours first phase capital complex bandh on March 27 next followed by bandh call across the state, if the Governor fails to pay heed to its demand within March 25. In its memorandum, AAPSU further appealed the Governor for imposition of special power conferred upon him under Article 371 (H) of the Constitution at an early date while stating that “numerous hardship are being faced by the people of the state” due to the sudden dissolution of state Assembly.

The AAPSU further demanded immediate reopening of PDS scandal case, no back date agreement of MoA/MoUs, transfer and posting, promotion and appointments, and immediate payment of all the pending bills to the genuine contractors by the end of this financial year.
“Regarding its demand for imposition of President’s Rule, AAPSU finance secretary Suraj Tayem informed that the union has taken back the demand after assurance from the Governor to use his power under Article 371 (H) for improved law and order in the state. Moreover, AAPSU also have to respect the Constitution of India, he added.
Crusade against MCC violation continues

Traffic wardens plead for job regularization, enhancement of salary
ITANAGAR, Mar 14: More then 70 Itanagar Traffic Wardens (ITWs) who were recruited by the competent authority and engaged ’purely on daily wage basis’ are facing the uncertain future following the closure of their service for this financial year.
It is worth mentioning here that in a letter to the City SP on March 7 last, Chief Estate Officer, Itanagar Capital Complex requested him to take over all traffic points mend by the Traffic Wardens ‘till such time Govt provides necessary fund and decision”. “The traffic wardens are engaged purely on daily wage basis to support the traffic management system in the Capital Complex. Since it is not sanctioned post, we use to close their service on March 31 every year and till Govt provides necessary fund,” the letter read.
However, it is reported that files will be forwarded to the chief secretary and finance department for continuation of the services of ITWs in the next financial year.

SHILLONG, Mar 14: Blaming social stigma and ignorance as the greatest hindrance for uplifting the lot of children with disabilities, Meghalaya State Commission for Women chairperson Theilia Phangbuh today called for sensitising the civil society on the issue.

Commissioner (Persons with disabilities) of Meghalaya government Caramai Kharkangor, speaking as guest of honour, said that disability was no more a curse with training helping the disable persons to become economically productive.
“If one is disable in one aspect, he/she is talented in other aspect, which the society need to recognise and make the best use of it,” she said citing the example of noted global scientist Stephen Hawkins.
The conference, organised by the Ali Yavar Jung National Institute for Hearing Handicapped (AYJNIHH), Mumbai and National Institute for Empowerment of Persons with Multiple Disabilities (NIEPMD), Chennai in collaboration with Bethany Society, Shillong, included a brainstorming session.
The AYJNIHH is committed to act a catalyst to reach the unreached with a special approach for awareness and resource mobilisation in the NE region, its officiating director Dr SG R Prakash said earlier.
He said the conference aimed at a better tomorrow for the persons with different abilities (DAPs) and hoped that delegates from all over India, including over 100 from NE, would hopefully recommend implementable actions for the ministry to act.
Supporting him, NIEPMD director Dr Neeradha Chandra Mohan said that the convergence of both national institutes reflected the importance of the event.
Enlisting the resource persons including participating NGOs, she expressed confidence that it would immensely benefit the region.
Introducing the AYJNIHH, its HoD (Clinical psychology) Alka Joshi said that its multifarious activities and training courses aimed at developing manpower and undertaking research for rehabilitation of PDAs. She quoted statistics of manpower trained and beneficiaries.
Responding to a question from this editor, Joshi said the GoI is committed to ensure implementation of all its welfare schemes through a rigorous mechanism and accountability to guarantee that the DAPs quantitatively benefit from the institutes and NGOs.
“Be the watch dog and ask yourself if you are doing your job honestly as NGO to make the monitoring mechanism more robust”, she added.

According to the police sources, there were 16 persons for ILP and 72 violators under MV Act have been fined and a sum of rupees 14,500 has been realized from them. Preparedness for the simultaneous election in Lohit district
TEZU, Mar 14: With declaration of General Election to the Parliament and Legislative Assembly of Arunachal Pradesh 2014 and immediate enforcement of Model Code of Conduct all the officers and officials have been deployed for various election related work. Separate orders to this effect have already issued and being issued at regular interval. All the officers and officials appointed for various election duties at different levels are deemed to be on deputation. The Lohit District Election Officer has already directed all the officers and officials of the district not to leave the district headquarter without prior written permission from his office.
The DEO issued an order to the Establishment Branch stating that no leave application should be received in inward without explicit direction from the Office of District Election Officer.
All the prerequisite charter of duties has been allocated to the officers and officials for smooth functioning of day to day election works and to coup with day to day increased work loads.
The DEO has strictly instructed all the Nodal Officer and their team members to present all the progress report of the day on daily basis.
To avoid chaos and confusion while performing the duties the DEO is personally monitoring and briefing all the duties and responsibilities to each and every one of the officers and officials.
In this regard, the DEO is conducting simultaneous meetings with all the Administrative Officer, Sector Officer, Sector Magistrates, Nodal Officers, Flying Squads, Static Surveillance Team, Booth Level Officers etc. DIPRO

Tirap DEO urges Govt servants to remain impartial during election process
ITANAGAR, Mar 14: Tirap Deputy Commissioner cum DEO has urged the Govt servants in the district to be impartial during the election process.
“No person on election duty do any act for the furtherance of the prospects of the election of any candidate. And no member of a police force shall endeavour to influence any person at an election. Any person who is found guilty shall be punished with imprisonment for a term which may extend to 6 months or with fine or with both. In case of police force such electoral offence is cognizable.”
Pointing out the Civil Services (Conduct) Rules, the DEO further said that no Government servant shall take part in electioneering in favour of any party or candidate of a particular party.
The Government servants should avoid giving room for any suspicion that they are favouring any party or any candidate, the DEO said. according to an official release.
Meanwhile, Tirap District Magistrate Kamlesh Joshi has prohibited carrying of all types of arms and ammunition and lethal weapons including daos, bows and arrows at the surrounding places of venue of political party meeting and at the places of meetings in the district. This precautionary measures have been taken to avert occurrence of disturbance to the public peace and order and in the interest of conducting free and fair Parliamentary Election, 2014. Violation of this order will be dealt with in accordance with the relevant penal provisions, the magistrate said adding the order will come into force with immediate effect and will remain in force throughout the district till May 30, 2014.
Election review meeting held at Daporijo
DAPORIJO, Mar 14: Upper Subansiri District Magistrate cum DEO Tahang Taggu held a review meeting with the administrative officers and nodal officers appointed to oversee the free and fair conduct of the forthcoming elections and to check their preparedness in ensuing the successful conduct of the election in the district. He reviewed the status of the management of manpower, transport, training, MCC, expenditure monitoring, security, complaints and redressal etc and had an in depth discussion on the issues and problems.
Tahang Taggu advised all the nodal officers to work hard and take initiative in making the election process a smooth one in the district. He also called for intensification in night patrolling in Daprijo town and active duty by the SSTs and Flying Squads formed for the duration of the election.
Meanwhile, it was announced that second and third phase of training will be conducted on 18th and 19th March at Nacho, Maro and Raga, on 21st and 22nd March at Taliha, Dumporijo and Puchigeko and on 23rd and 24th March at Rijo Conference Hall, Daporijo for all categories of teachers and on 25th and 27th March at the Rijo Conference Hall, Daporijo for all government staff of Daporijo, Giba and Chetam circles.
Prohibitory orders: Meanwhile, District Magistrate Tahang Taggu has ordered all fire arms licence holders of the district to deposit all types of fire arms under their possession to their respective police stations within 15th March and arms so deposited will be released only after completion of the election. The DM has also prohibited the carrying of lethal weapons such as fire arms, swords, bows and arrows, explosive materials and any other weapons in the township, villages and polling stations from 15th March onwards till the election process is over. In another order, the District Magistrate has also directed all the departments involved in handling of explosive materials to stop issue of explosive materials for all purpose to all categories of contractors with immediate effect. Election awareness observer calls for ethical voting
CHANGLANG, Mar 14: The Awareness Observer of election for 2-
The observer while suggesting SVEEP members to intensify the sensitization of voters for complete participation, urged Manager, SBI Changlang, Member of SVEEP committee to tie up with BSNL counterpart to sensitize the voters through SMSs. He suggested organizing rally amongst the students for wide awareness to uphold the mission of ethical voting. He stressed BLOs and SVEEP Committee to try ensuring cent percent voting in the area. He suggested putting banners on important place like entry points which catches the eyes voters and forming booth level SVEEP committee for sensitization at grass root level.
Earlier, briefing the observer Deputy Commissioner, Changlang Chanchal Yadav, informed that all 190 polling stations in the district have appointed BLOs through whom voters are being sensitized to take part in the election through free and fair manner. Apart from these during local festivals and national day of importance also voters were sensitized by putting stalls distributing flier, etc. She said that service NCC, Scouts & Guides of various schools and ASHAs are also being utilized to give message for active participation in election without inducement. Apart from these the campus ambassadors in schools and colleges are also appointed to carry out SVEEP activity. She assured to carry out sensitization activities suggested by the observer immediately.
Changlang SP Vijay Kumar informed the observer that the flying Squads who visit the villages are simultaneously being utilized to collect the mobile numbers of all the voters having mobile in order to encourage them to avail their universal franchise right before election day.

With the state gearing up for the ensuing general elections next month, I take this opportunity to highlight some prevalent state of affairs which most of us are either unwilling to talk about or have chosen to ignore.

The unaccountability of these representatives is quite depressing. I suggest for constitution of peoples forum for securing accountability of their representatives and by which there should be a ‘Recalling’ of these elected representatives by the public in order to ensure their accountability and such ‘recalling’ should also serve as a reminder that it is the public spirited post (by the people, of the people, for the people) they hold and it is the people they ought to serve and not to act at their personal whims.
Electors on their part should refrain from pursuing monetary reliefs or personal
services and vow to bring about clean and efficient governance. By which I mean proper
and applied knowledge of their rights. The right to vote entails the right to reject
under Article 49(0) by casting blank votes, the right to know your candidate-

Let airport come up at the earliest
After a long legal battle on Wednesday Gauhati High Court upheld the decision to shift proposed green field airport site from Karsingsa to Hollongi. The two bench judge comprising Chief Justice A M Sapre and judge A K Goswami while pronouncing its judgement on a PIL filed stated that on careful evaluation of all the factors and issues for establishment of the airport in two locations, it becomes obvious that the change in the location for establishment of the airport from Banderdewa to Hollongi is technically and scientifically justified. Hopefully this decision will finally pave the way for coming up of much needed airport in the state.
During the recent economic blockade imposed by Assam based organization against Arunachal, the need for airport was felt very much. The helicopter service between Naharlagun and Guwahati were not able to meet the demands of passengers. Especially students and medical patient was the worst victim. The process of constructing airport should be started at the earliest given time. We can no longer afford to waste any more time in this regard.
